Can only the Talent create their own pages, or can the Agency/Manager do it as well?

Both the Agency Owner and Managers can create new pages on behalf of a Talent.
Pages created and managed by the Agency will:
- Appear as Managed for the Talent (preview-only);
- Use the Agency’s page quota, not the Talent’s.
